Biographical / Historical

Upward Bound is a program of the U.S. Department of Education. It emerged out of the Economic Opportunity Act of 1964 in response to the Johnson administration's War on Poverty. The focus of the program is to provide support to participants as they prepare for college. The program serves (1) high school students from low-income families and (2) high school students from families in which neither parent holds a bachelor's degree. Ultimately, the goal of Upward Bound is to increase the secondary education completion rate of participants and to also increase their enrollment and graduation from institutions of postsecondary education. Upward Bound is part of the federal TRIO programs that provide outreach and student services programs to individuals from disadvantaged backgrounds.

The Upward Bound program at Bowling Green State University began in 1966 with the first cohort of 100 students from the Toledo and Lima areas.
